USDA Rolls Out WHIP+ Replacement Program for Livestock

WASHINGTON, DC – USDA is announcing $670 million in assistance to more than 100,000 livestock producers under the new Emergency Livestock Relief Program (ELRP).

In September President Biden signed the Extending Government Funding and Delivering Emergency Assistance Act into law which provides $10 billion in assistance to agricultural producers impacted by wildfires, droughts, hurricanes, winter storms, and other eligible disasters experienced during 2020 and 2021 while also targeting another $750 million to aid livestock producers for losses incurred due to drought or wildfires in the calendar year 2021.

The new program takes the place of the WHIP+ and to be eligible, livestock producers must have applied for and been approved for the 2021 Livestock Forage Disaster Program (LFDP) and suffered grazing losses in a county hit by D2 drought (severe drought) for eight consecutive weeks or a D3 designation (extreme drought) anytime during the previous year.
