LOCKNEY – Lockney City Manager Buster Poling has a vision for the downtown area, and it includes a new pavilion for the corner of Locust and Main streets.

Poling and members of Lockney’s Economic Development Corporation have been working on the idea with the South Plains Association of Governments (SPAG) for the past few months, and on Tuesday morning the Lockney City Council moved one step closer into making the vision a reality. The council approved an interlocal agreement with SPAG where the Lubbock-based agency will assist the city in grant applications to fund the project, specifically the state’s Community Development Block Grant application under the Texas Capital Fund and its Downtown Revitalization Program.

If approved, the city could receive up to $500,000 in grant funding, with city matching funds of less than $50,000.

The council will also meet with representatives from the U.S. Department of Agriculture’s Rural Development office on November 23 to explore additional funding options.
