FLOYDADA, TX — The Floyd County Commissioners met in regular session on Monday, July 14, at the Floyd County Courthouse, with County Judge Marty Lucke presiding. The meeting featured presentations highlighting local youth achievements, actions on subdivision regulations, and discussions on future county partnerships.
Representatives from Texas A&M AgriLife — Ashleigh Hillemeyer, Mark Carroll, and Natalie Snowden — recognized several Floyd County 4-H youth for recent accomplishments. Hillemeyer honored three graduating seniors — Sydni Chesshire, Kaleigh Cook, and Mia Snowden — as recipients of 4-H scholarships. Snowden spotlighted local students who competed in the 4-H Roundup Talent Show, including Kaleigh Cook, Hagen and Brinley Lefever, John Taylor Snowden, Mia Snowden, Sydni Chesshire, Nick Cervantes, Adrien and Lillian Jiminez, and Kirsten Pyle. Carroll acknowledged the 4-H Roundup Rifle Team members: Payton Shuping, Payton Noland, Sydni Chesshire, and Emma Nelson.
Commissioners unanimously approved a resolution recognizing the South Plains Community Action Association (SPCAA) for its contributions to Floyd County residents. The motion was introduced by Commissioner Tanner Rance Young and seconded by Commissioner David Martinez.
Nicole Adams of Caprock Community Literacy presented on local adult education efforts and discussed plans to expand access to language classes, resume-building resources, and tutoring through the ACE summer program. No action was required on the presentation.
Following a public hearing, commissioners unanimously adopted new subdivision regulations for Floyd County. The measure was introduced by Commissioner Clint Bigham and seconded by Commissioner Tanner Smith.
In other business, the court discussed a potential tax abatement agreement with Wake Wind Energy, LLC under Chapter 312 of the Texas Tax Code. Judge Lucke led the discussion, and no action was taken.
Commissioners also approved an interlocal agreement with the Regional Public Defender for Capital Cases for fiscal years 2026 and 2027. The agreement includes an annual payment of $1,283. Commissioner Smith made the motion, which was seconded by Commissioner Bigham and approved unanimously.
The meeting concluded with the unanimous tabling of one agenda item.
