Floyd County Commissioners Court Holds January 21 Meeting

FLOYD COUNTY, TX – The Floyd County Commissioners Court met in regular session on Wednesday, January 21, 2026, at the Floyd County Courthouse, Room 106.

County Judge Marty Lucke presided over the meeting, with Commissioners Tanner Smith (Pct. 1), Clint Bigham (Pct. 2), Tanner Rance Young (Pct. 3), and David Martinez (Pct. 4) present. The meeting was called to order at 9:01 a.m., with prayer led by Commissioner Young and the Pledge of Allegiance led by Commissioner Martinez.

There were no public comments during the allotted time.

During the meeting, the Court discussed and approved all claims and accounts against the county. County Judge Lucke led discussion regarding a Warren CAT payment adjustment to be moved from the Road and Bridge budget, as well as three invoices from Hart InterCivic related to the upcoming March Primary Election that required immediate payment. Commissioner Smith made the motion to approve the claims, seconded by Commissioner Bigham, with the motion passing unanimously.

The Court also approved an agreement with American National Leasing for the lease-to-purchase of one pickup patrol unit and two Tahoe patrol units for the Floyd County Sheriff’s Office. Sheriff Raissez discussed the need for the vehicles. The motion was made by Commissioner Smith and seconded by Commissioner Bigham, passing unanimously.

Commissioners then approved a Resolution of Support for a Hotel Occupancy Tax (HOT) exemption for counties. Judge Lucke provided background on the tax, which is paid by travelers and may be charged by counties. Commissioner Young made the motion, seconded by Commissioner Martinez, and the resolution passed unanimously.

Election contracts were also approved with the City of Floydada, the City of Lockney, and Lockney ISD. Commissioner Bigham made the motion, seconded by Commissioner Smith, and the motion carried unanimously.

At 9:16 a.m., the Court recessed into closed session in accordance with the Texas Government Code to discuss economic development negotiations and to consult with the county attorney. The Court reconvened in regular session at 10:18 a.m.

Following reconvening, the Court considered an economic development project for Floyd County; however, no action was taken.

The meeting concluded with a Commissioners Court workshop that included discussion of current county concerns and requests for future agenda items. The meeting was adjourned at 10:20 a.m.
