Floydada City Council Approves Jesse Finley as New City Manager

FLOYDADA, TX – The Floydada City Council addressed several key agenda items during its regular meeting held Tuesday, April 21, including the hiring of a new city manager and appointments for upcoming summer programs.

Mayor Bobby Gilliland called the meeting to order at 6:30 p.m., with councilmembers present and a brief public forum in which no citizens spoke.

One of the most significant actions taken during the meeting was the hiring of Jesse Finley as the city’s new City Manager. Following executive sessions to discuss personnel matters, the council unanimously approved Finley’s hiring.

In other personnel-related decisions, the council unanimously appointed Harvey and Martha Garza to manage both the city pool and the 2026 Adult Softball Program for the upcoming summer season.

The council also approved the sale of a surplus 1982 Ford 8000 Emergency One fire apparatus, accepting the highest bid from Craig Turner.

Additional action included the election of Bryan Martin as Mayor Pro Tem for a one-year term, also approved unanimously.

Councilmembers voted to accept the Order of Cancellation for the May 2, 2026 General Election for Councilmember District 1 and District 4, effectively canceling the election for those positions.

No action was taken regarding a proposal from WhiteRock Renewable concerning the potential lease of city land near Barwise.

Routine items approved during the meeting included minutes from the March 10 meeting, as well as payment of March 2026 transfers, fixed expenses, and city bills.

With no further business, the meeting adjourned at 7:08 p.m.
