What’s on the November 2025 Ballot in Texas

FLOYD COUNTY, TX – Floyd County voters will join others across Texas on Tuesday, November 5, 2025, to decide 17 proposed amendments to the Texas Constitution.  Early voting continues through Friday. Here’s a brief look at each proposition:

Prop 1: Creates two funds to support facilities and equipment at Texas State Technical Colleges.

Prop 2: Prohibits Texas from enacting any tax on capital gains.

Prop 3: Allows judges to deny bail in certain violent felony cases.

Prop 4: Sets aside part of state sales taxes for the Texas Water Fund.

Prop 5: Exempts retail animal feed from property taxes.

Prop 6: Prohibits occupation taxes on securities trades and their operators.

Prop 7: Offers property tax relief to surviving military spouses.

Prop 8: Bans new state death, inheritance, or estate taxes.

Prop 9: Raises the property tax exemption for business personal property to $125,000.

Prop 10: Provides a temporary property tax exemption for homesteads destroyed by fire.

Prop 11: Increases the senior and disabled homestead exemption from $10,000 to $60,000.

Prop 12: Overhauls the State Commission on Judicial Conduct, including membership and authority.

Prop 13: Raises the standard school homestead exemption from $100,000 to $140,000.

Prop 14: Establishes the Dementia Prevention and Research Institute and a $3 billion fund.

Prop 15: Affirms the fundamental rights of parents to direct their children’s upbringing.

Prop 16: Clarifies that only U.S. citizens may vote in Texas elections.

Prop 17: Allows property tax breaks for border security infrastructure in counties along the U.S.–Mexico border.

Voters can read the full explanatory statements and sample ballots at the Texas Secretary of State website. Early voting begins October 21.
