Hospital Board Approves Tax Counsel, Reviews Strong Clinic Volumes

LOCKNEY, TX – The Lockney General Hospital District board approved several measures during its October 29 meeting, including a legal agreement to prepare for a tax abatement request related to a nearby wind repower project.

CEO Vince DiFranco updated the board on discussions with TerraForm Power regarding the proposed repowering of 100 wind turbines in the area. The board approved entering into an agreement with Bryan Guymon of Underwood Law Firm to represent the hospital district in the tax abatement matter. A public hearing on the abatement was scheduled for the board’s next meeting on December 10. The board also postponed approval of the abatement guidelines until Guymon could provide further input.

Board members approved the hospital’s purchase of Power DMS, a digital policy management system to help align hospital documentation with CMS standards. They also ratified Jason McDonald as Chief Nursing Officer and approved personnel appointments for infection control and safety.

In the finance report, the hospital recorded over $1.89 million in gross revenue for September, with strong patient volumes in the clinic, swing bed, and physical therapy departments. Despite higher-than-normal adjustments, overall expenses were under budget, resulting in a net loss of just under $72,000 for the month.

Surveyors from the Texas Health and Human Services Commission visited in late September. DiFranco noted only two deficiencies were found — one already resolved and the second due by October 31. Staff performance during the inspection was praised.

The board also approved reappointments and credentialing for ER and radiology providers. The next board meeting is scheduled for December 10.
