Despite pitch, Lockney chooses low bid for SCADA

LOCKNEY — Despite a fervent effort from a Lubbock company, Lockney officials on Tuesday voted to accept a bid on a new SCADA system in the amount of $126,485 from Brakke Electric of Amarillo.

David Bateman, Chairman and CEO of SitePro Solutions and Darrell Newsom, former city manager for the City of Wolfforth, were on hand at Lockney’s regular City Council meeting on Tuesday morning to give SitePro’s $144,405 pitch, but ultimately lost out to the lower-priced bid.

SitePro’s representatives argued that their bid included three years of annual service fees and said that their SCADA (supervisory control and data acquisition) system offers more flexibility and longevity than the competition. City Manager Buster Poling noted that after the three-year period, SitePro’s monthly fee would be more that $1,000 compared to Brakke’s fee of only a few hundred monthly.

The council voted to accept the bid from Brakke on the recommendation of their engineering firm and Poling.

The new SCADA system, which controls and monitors equipment in the water department, is expected to be installed before the end of the year.
