
LOCKNEY, TX – Beginning May 1, 2026, residents requesting new utility service at a new address will be required to provide a copy of their rental lease agreement in order to establish service.
This new policy is being implemented as an effort to reduce delinquent accounts and address issues related to non-payment of prior utility services. Officials say the change will help ensure that utility accounts are being created for individuals who can verify legal occupancy of the residence.
Under the updated requirements, applicants must be able to demonstrate that they are legally occupying the service address. The name listed on the utility account must reasonably match an individual identified in the lease agreement or other acceptable documentation.
In addition, when a customer requests utility service at a new address, a new account will be created. All identification, occupancy verification, and deposit requirements will apply at that time, regardless of whether the customer has held a previous utility account at a different location.
Residents are encouraged to prepare the necessary documentation ahead of time to avoid delays in starting service after the new policy goes into effect.
