FLOYDADA, TX – The Floyd County Commissioners Court met Monday morning at the Floyd County Courthouse for its regular session, approving several agreements related to road use and infrastructure projects while also addressing routine county business.
The meeting was called to order at 8:01 a.m. by Floyd County Judge Marty Lucke. Commissioners present included Tanner Smith, Clint Bigham, Tanner Rance Young, and David Martinez.
Commissioner Young led the opening prayer, while Commissioner Martinez led the Pledge of Allegiance to the United States and Texas flags.
Commissioners unanimously approved minutes from the April 9 and April 13 meetings before moving on to county claims and accounts. During discussion, Judge Lucke noted several late bills that were added for consideration, including invoices for CTSI, Precinct 3 fence repairs, the Floyd County Appraisal District, Carroll Spraying, and an American Express Plum bill. The court approved all claims and accounts by a 5-0 vote.
Under items of consent, the court discussed the Floyd County Sheriff’s Office being awarded a grant and being named the top-ranked agency to continue its radio project. Commissioners also approved certificates of continuing education and routine monthly reports from county offices. No new bonds were presented during the meeting.
Representatives from Texas A&M AgriLife Extension, Mark Carroll and Natalie Snowden, presented departmental reports.
A major portion of the meeting focused on agreements concerning county roads and infrastructure improvements tied to wind energy and development projects. Commissioners unanimously approved road use, repair, and improvement agreements with Wake Wind Energy, LLC and South Plains Wind Energy, LLC.
The court also approved a similar agreement with Amazon Data Services, Inc. following discussion led by Judge Lucke. Representatives Brian Bolton and Jason Newman attended the meeting on behalf of the company.
Commissioners additionally approved the installation of a concrete pad and yard fill material at the courthouse.
Discussion regarding a possible road closure or opening in Precinct 3 was tabled until maps and road numbers can be updated by the South Plains Association of Governments (SPAG).
During the workshop portion of the meeting, county officials discussed upcoming payroll deadlines, new Texas County and District Retirement System rates for the 2027 plan year, preliminary property valuations, the Floyd County Appraisal District budget, county website information, and future budget planning. Officials also noted that the next regular Commissioners Court meeting is scheduled for Monday, June 8, 2026.
