Floydada City Council Holds Regular Meeting March 10

FLOYDADA, TX – The Floydada City Council met in regular session Tuesday, March 10, 2026, at 6:30 p.m. in the council chambers at the City Office.

Members present included Mayor Bobby Gilliland and councilmembers Bryan Martin, Dana Crossland, Tate Greer, Bettye King, Larron Little, and Gabe de la Fuente. Also attending were City Manager Darrell Gooch, City Attorney Matt Murry, and City Secretary Reuben Ramon. Others present included Ryan Crowe, James Collins and Sheriff Raul Raissez.

Councilmember Bettye King gave the invocation, followed by the Pledge of Allegiance and the Texas Pledge.

During the public forum portion of the meeting, no one addressed the council.

The council approved a request from the Floyd County Pioneer Association for Hotel Occupancy Tax (HOT) funds. The motion was made by Councilmember King and seconded by Councilmember Martin. The motion passed unanimously, with councilmembers Martin, Crossland, Greer, King, Little and de la Fuente voting in favor.

No action was taken on a request from Rex Teachenor regarding a sidewalk and curb in front of 215 South Main Street.

Sheriff Raul Raissez presented the 2025 Racial Profiling Report, stating the police department conducted a total of 741 traffic stops during the year with zero complaints. Councilmember Martin made the motion to accept the report, which was seconded by Councilmember Larron Little. The motion passed unanimously.

At 6:41 p.m., the council entered executive session to discuss personnel matters related to City Manager applications under Section 551.074 of the Texas Government Code. The executive session ended at 7:09 p.m., at which time the council reconvened in regular session.

Councilmember Gabe de la Fuente made a motion to set up interviews for four applicants for the City Manager position: Tom Ross, Jesse Finley, Britton Murry and Misti Tracey. The motion was seconded by Councilmember Little and passed unanimously.

No action was taken regarding public power utilities.

The council also approved Resolution No. 26-1 concerning Atmos Energy Corp., authorizing an annual rate review mechanism (RRM) as a substitution for the annual interim rate adjustment process. The motion was made by Councilmember King and seconded by Councilmember Crossland and passed unanimously.

Councilmembers also approved Resolution No. 26-2 authorizing the submission of a Texas Community Development Block Grant program application to the Texas Department of Agriculture for the downtown revitalization program. The motion was made by Councilmember de la Fuente and seconded by Councilmember Crossland. The measure passed unanimously.

Councilmembers approved the minutes from the previous regular meeting held February 17, 2026. The motion was made by Councilmember King and seconded by Councilmember Martin.

The council also approved payment of February 2026 transfers, fixed expenses and city bills. The motion was made by Councilmember Crossland and seconded by Councilmember Martin and passed unanimously.

With no further business, Mayor Gilliland adjourned the meeting at 7:18 p.m.
